イギリスの哲学者。ロシア帝国領当時のラトビアの首都リガに生まれ、ロシア帝都だったペトログラードに移りロシア革命を目撃するなどした後、イギリスに移り、オックスフォード大学に学び、哲学の研究員となる。その後、ワシントン、モスクワの大使館に務め、再びオックスフォードに戻り教授となった。多様な自由・平等・正義が存在するとする価値多元論を説き、その「積極的自由／消極的自由」の概念は有名。著書は、『自由論』『ロマン主義と政治』『理想の追求』『反啓蒙思想』『マキアヴェッリの独創性』『ロシア・インテリゲンツィヤの誕生』『北方の博士J・G・ハーマン――近代合理主義批判の先駆』『歴史の必然性』『人間マルクス――その思想の光と影』等。
